Local Politics as Usual

Once again the credibility of Lowell City Manager Bernie Lynch has come into question. In an article published by the Lowell Sun : http://www.lowellsun.com/ci_13460784?IADID=Search-www.lowellsun.com-www.lowellsun.com
In the article Lynch states "We never got to the point of awarding the contract, but the problem came when word got out about who the committee was recommending and the cost," Lynch said. "I don't know how that happened." 
LIES.... The person in charge of Procurement, a Mr Vaughn notified a member of Madison Security (Jack Knox), one of the bidders that the contract was being awarded to Zimmerman and Day. When asked for the reason, he was told that both Zimmerman and Madison had a "Very Favorable" rating for the presentation, and that Madison had a "very favorable" rating for price. Mr. Vaughn then notified Mr. Knox that Madison did indeed have the lowest bid. When asked for the difference, Vaughn said that Mr. Knox would need to speak to Mr. Chuck Carney, who runs the garages (and if a former employee of the winning bidder). Mr Carney told Knox that Vaughn had that information, and to call him. Once again Mr Vaughn was called, he was told that Carney had sent him, and he said that the difference in bids was over 200,000 dollars. When asked for more answers, Vaughn then replied.. "its not in the cities  best interest to release any more information." A complaint was lodged with the Inspector Generals office, and after an investigation, it was found that the city had "awarded the contract based on factors that should not have been included (relationship between Carney and Zimmerman and Day). The decision was made Mr Lynch, YOUR people notified (as is customary) the losing and winning bidders of your decision. To now lie, and make it seem like the decision wasn't made, is a joke. Why else would the IG's office have the city re-bid? Does the city publish RFP's, go through the process, and then, all of a sudden start over as a matter of habit? NO, the will re-bid because they got caught playing favorites..
