Chuck Carney: Incompetent , or Complete Fucking Moron?

This question has been debated for YEARS, and now the people of Lowell have a definitive answer, YES.
First, he awarded a contract to reliable security, now Zimmerman and Day. The bid that was set to be selected was over 200k more than the bid put in by a local security company with equal ratings and bonds. Mr. Carney is so fucking stupid, he told City Procurer Vaughn who won the bid, who didn't and why. So when the local company called to see if they had come to a decision (standard operating procedure for bidding companies) and was told that A) they didn't get it and B) their bid was 200k less, it raised more than a few eyebrows.
       Second, less than a week later, it was found that the city of Lowell bought 3 Smart Cars, with city money back in June. Those cars were hidden,  they were kept from the city/voters because the uproar over them would certainly affect the upcoming election, which could lead to the upcoming unemployment of Mr Carney, and his Secretary fucking boss Hugh Hefner Bernie Lynch. We have had multiple reports of Lynch himself telling Carney "bury those cars until after the election". Last Wednesday, a fellow blogger made contact with Jen Myers of the Lowell Sun- Wallace edition. Less than 24 hours after that contact, not only were the Smart Cars posted in public view, Ms. Myers and the Lowell Sun gave Bernie a reach around by playing it off as an environmentally smart choice, etc. That also noted that the Smart Cars were bought "WITHOUT the knowledge or approval of the City Manager", which we also know is bullshit. ANYWAY. They were a 45+K dollar purchase, and should have been put out to bid, but they weren't. They should have had the signature/approval of the City Manager, they didn't. Yes, Chuck Carney is a fucking moron.
      Lastly, in that same bullshit Jen Myers article it is stated that the cars are to be used by the parking garage security staff, The same security company that was about to be awarded a bullshit contract, the same security company that bought the cars illegally for the city of Lowell. The only problem is, this too is a lie. How do we know? BECAUSE THEY ARE ONLY INSURED FOR THE FUCKING METER MAIDS, NOT THE SECURITY COMPANY! In doing some further research (for those of you from Left In Lowell, research is when you put down your 4 foot dildo with a picture of Hillary on it and look into things) I found that this isn't the first time that Mr. Carney has acted unethically/illegally. A few years ago Mr. Carney circumvented the bid process once again and paid Reliable/Zimmerman and Day over 40k for the security "upgrades"?. These were not put out to bid, and were once again pushed through without the knowledge/approval of the City Manager.
      Is Chuck Carney  immoral,? YES
      Is Chuck Carney dirty? YES
      Is Chuck Carney wasting THOUSANDS of Lowell tax payer dollars ? FUCK YES
      Is Chuck Carney a complete fucking moron? I can say, with certainty, that Mr. Chuck Carney, who is in charge of the Parking Department in Lowell, IS the most complete fucking moron in Lowell history.
If Bernie Lynch would pull his dick out of Lynne Lupien's mouth for 5 minutes, he would realize this as well, and kick the rosey cheeked asshole to the curb, before the voters take that power away from him.

Local Politics as Usual

In the article Lynch states "We never got to the point of awarding the contract, but the problem came when word got out about who the committee was recommending and the cost," Lynch said. "I don't know how that happened." 
LIES.... The person in charge of Procurement, a Mr Vaughn notified a member of Madison Security (Jack Knox), one of the bidders that the contract was being awarded to Zimmerman and Day. When asked for the reason, he was told that both Zimmerman and Madison had a "Very Favorable" rating for the presentation, and that Madison had a "very favorable" rating for price. Mr. Vaughn then notified Mr. Knox that Madison did indeed have the lowest bid. When asked for the difference, Vaughn said that Mr. Knox would need to speak to Mr. Chuck Carney, who runs the garages (and if a former employee of the winning bidder). Mr Carney told Knox that Vaughn had that information, and to call him. Once again Mr Vaughn was called, he was told that Carney had sent him, and he said that the difference in bids was over 200,000 dollars. When asked for more answers, Vaughn then replied.. "its not in the cities  best interest to release any more information." A complaint was lodged with the Inspector Generals office, and after an investigation, it was found that the city had "awarded the contract based on factors that should not have been included (relationship between Carney and Zimmerman and Day). The decision was made Mr Lynch, YOUR people notified (as is customary) the losing and winning bidders of your decision. To now lie, and make it seem like the decision wasn't made, is a joke. Why else would the IG's office have the city re-bid? Does the city publish RFP's, go through the process, and then, all of a sudden start over as a matter of habit? NO, the will re-bid because they got caught playing favorites..
